In accordance with RFO 12.203(c)(2), the Government is not required to establish a competitive range, conduct discussions, or score quotes. Consistent with simplified acquisition procedures, the evaluation process is as follows: Price: The Government will evaluate all quotes for price, ranking them from lowest to highest total evaluated price.
The total evaluated price is the sum of all Contract Line Items and is highlighted green in Attachment 2 – Pricing Schedule. Technical Capability: Offerors shall prepare and submit a technical narrative with sufficient information to allow the Government to evaluate the technical capability. The technical narrative shall be limited to 20 pages.
The Government will evaluate the lowest priced offeror’s technical capability statement to ensure it meets the requirements set forth in the attached Performance Work Statement. If the offerors response to the technical capability document is determined NOT to meet the Government’s requirement, the evaluation will continue to the next lowest quote until one is determined to meet the Government’s requirement. (End of provision) SECTION 5 – NOTICE TO INTERESTED PARTIES Any questions are due no later than 2:00 PM PST 26 Oct 2026 Quotes are due no later than 2:00 PM PST 30 Oct 2026 Any questions or offers shall be submitted via email to Contract Specialist SSgt John Boutros at [email protected], and Contracting Officer SrA Christopher Mendoza at [email protected]. Q&A 1. May offerors perform this requirement as the small-business prime contractor using a qualified first-tier small-business subcontractor or independent contractor to perform the onsite Religious Education Coordinator services? -Yes, but we require a resume and an interview with the subcontractor.
We would also want the transparency for the subcontractor to report any issues with the prime to us or contracting if they are not getting paid on time as part their obligation as the prime. 2. May offerors rely on the proposed coordinator's documented religious-education experience, theological knowledge, volunteer-management experience, education, and other required qualifications to establish technical acceptability, or must those qualifications reside with the prime contractor itself? -Subcontractor alone is sufficient, but we require an interview and resume. 3. Is qualified backup coverage through another individual from the same church, denominational, or ministry network acceptable, provided the substitute meets all applicable requirements and background/suitability standards? -Yes, we would expect the prime to pay the substitute. 4. Which Service Contract Labor Standards wage determination and labor classification should be used for the Religious Education Coordinator position, if applicable? -Wage Labor standards are determined by the Department of Labor. The most recent edition from August 2026 for the State of California will be used. 5. Does the Government anticipate approximately 25 hours per week of coordinator effort, or is there another estimated annual number of labor hours vendors should use when pricing the Units of Work? -No, weekly hours would be determined by units. We anticipate 8-12 hours for an average Sunday; however, the annual requirement for Vacation Bible School would be an outlier since it is a 3-5 day program for one week in the summer.
Please see PWS. 6. Are there any prime self-performance requirements or limitations on subcontracting specific to this acquisition beyond the standard small-business requirements? -We would want the transparency for the subcontractor to report any issues with the prime to us or contracting if they are not getting paid on time as part their obligation as the prime. We would expect the prime to coordinate substitutions if the sub was not present and be able to temporarily subcontract them.
