What the agency was buying
The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), is conducting market research to identify qualified businesses capable of providing a Commercial Off-The-Shelf (COTS) strategy execution and performance management software solution, including enterprise software licensing, installation, configuration, systems integration support, technical assistance, training, and ongoing software maintenance. The Government requires a comprehensive, enterprise-wide software solution to support strategic planning, strategy execution, organizational alignment, performance monitoring, and data-driven decision-making across NSWC PHD and its geographically dispersed organizations. The proposed solution must support Balanced Scorecard and International Association of Strategy Professionals (IASP) methodologies, enabling the development, cascading, monitoring, and reporting of strategic objectives and Key Performance Indicators (KPIs) from the command level through departments, divisions, branches, teams, and individual contributors.
