What the agency was buying
Patent and Trademark Efficiency Act Contract Award Synopsis The United States Patent and Trademark Office (USPTO) has a requirement for contractor support for Patent Examination Review Assistant (PERA), previously referred to as Office Action Review. PERA will help enhance and automate the USPTO’s quality review process for Office Actions and Applicant’s Responses. The USPTO intends to issue a solicitation, negotiate, and award a contract for PERA (NAICS Code 541512, Computer Systems Design Services) to Solve Intelligence, Inc.
The USPTO will provide technical data as part of the solicitation. Any qualification requirements will be included in the solicitation. The anticipated award date is December 14, 2026. Market Research indicates that Solve Intelligence is the company most likely to successfully meet the agency’s needs for PERA.
As a result of the USPTO’s exemption from the Competition in Contracting Act, the subject requirement is being procured using the Alternate Competition Method in accordance with the Patent and Trademark Office Efficiency Act (PTOEA), 35 U.S.C. 2(b)(4)(A). This notice of intent is not a request for competitive proposals. Solve Intelligence, Inc. 120 W 21st St Apt 601 New York, NY 10011-3224
