Notice of Proposed Contract Action- Keysight PNT-X Maintenance Renewal

The simulator is used to test global positioning system receivers used by Coast Guard assets including their performance in jamming and spoofing environments. This requirement for annual license support is in direct support of the simulator system. Keysight has been identified as the sole provider of the required maintenance and no other product or services can meet the Government’s requirement. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified parties on or before 11:00 AM ET on 05 November 2026. All submissions must be submitted electronically via email. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Oral communications are not acceptable in response to this notice.
