What the agency was buying
The 341st Contracting Squadron at Malmstrom Air Force Base, Montana, is issuing this Sources Sought notice to identify capable commercial vendors—with a strong emphasis on maximizing participation from qualified small business concerns across all socioeconomic categories (8(a), HUBZone, SDVOSB, and WOSB)—to perform base-wide refuse collection, transportation, and disposal services in accordance with the Statement of Work. This market research is being conducted pursuant to FAR Part 10 to determine whether the acquisition can be competitively set aside for small business under the Rule of Two. Interested businesses capable of fulfilling this requirement are encouraged to submit a brief capability statement outlining their business size status, operational capacity, and relevant experience no later than 26 October 2026 at 1600 MDT.
Technical capability for this requirement will be evaluated based on the contractor's demonstrated compliance with FAR 52.219-14 (Limitations on Subcontracting) and the adequacy of their solid waste disposal plan.
