What the agency was buying
The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) has a requirement to obtain comprehensive research and technical support for binary blasting agent DBA-105P. To support this effort over the next five years, the contractor shall provide all labor, equipment, deliverables, and necessary travel to execute core tasks encompassing readiness operations support, direct operations support, material characterization, and general technical research and development. To support these needs, the Government intends to award a Master Blanket Purchase Agreement (BPA) with a five year ordering period to UTEC Corporation, LLC. (Cage 4YTY2), on a sole source basis. This agreement is intended to allow streamlined purchase of UTEC Corporation LLC’s services to minimize any impacts to research and demonstration events.
UTEC Corporation, LLC is the only source capable of satisfying this requirement without the Government incurring unacceptable safety risks, substantial duplicative costs, and catastrophic operational delays. The award will be issued in accordance with RFO Part 6.103. The applicable North American Industrial Classification System Code (NAICS) code is 541990 (All Other Professional, Scientific and Technical Services) with a size standard of $19.5 million. This notice of intent is for information purposes only.
