What the agency is buying
E-Rate competitive bidding notice (FCC Form 470 #270001991, funding year 2027). Craven-Pamlico Rg Lib, a library system in NC, asks service providers for bids.
Send your bid by November 10, 2026: the applicant may sign a contract from the allowable contract date, November 11, 2026. The applicant also issued an RFP, which may set its own deadline on or after that date: read it on the form.
To be paid through E-Rate, a provider needs a SPIN (FCC Form 498).
Services requested:
• Category 1, Data Transmission And/Or Internet Access: Cellular Data Plan/Air Card Service (quantity 1 Lines, capacity 100.00 Mbps to 5120.00 Mbps, 5 entities)
Category 1 details: Craven-Pamlico Regional Library is seeking cellular data service for a mobile hotspot device installed on the librarys bookmobile, which serves patrons at scheduled stops throughout Craven and Pamlico Counties. The librarys bookmobile is a branch outlet of the library that brings collections, programs, and public internet access to patrons in Craven and Pamlico Counties in North Carolina. It makes scheduled stops each week at senior centers, community sites, and rural crossroads.
Service is for on-board patron and staff use only; devices will not be loaned to patrons. Bidders should describe coverage along the bookmobiles service routes, data limits and throttling policies, and monthly per-line pricing.

Equipment may be included if necessary for the service to function.
Because the bookmobile moves, a wired connection is not possible. Cellular data is the only practical way to provide internet access on board. Service will be used only on the bookmobile, by patrons and staff at bookmobile stops and for library operations such as circulation and patron registration. Devices will not be loaned to patrons or used off the vehicle.
State or local procurement rules: Procurement laws of the state of North Carolina apply to all purchases and contracts - http://www.doa.state.nc.us/pandc/ . Submitted
bids should reference this Form 470 number, this entity number and entity name. Winning bid vendor must assist with Bulk Upload
Template of the Form 471. Bidders must comply with the Lowest Corresponding Price per FCC rules. All fees and taxes must be
included in the quote. Charges ineligible for E-rate funding must be broken out. Applicant may consider multiyear and/or contracts
with voluntary extensions. Any voluntary contract extension must be identified within the awarded contract and must be of specified
duration. Contracts must have flexible terms to allow for increased/decreased needs over the life of the contract. Failure to comply
with any of these requirements will disqualify the bid. Contracts are contingent upon E-rate funding.
Eligible entities: 5.
