What the agency bought
The Delivery Order is for replacement of End-of-Life (EOL) diagnostic workstations and implementation services. In accordance with Federal Acquisition Regulation a Firm Fixed Price Delivery Order will be issued to AGFA Healthcare Corporation. AGFA Healthcare Corporation is the only one awardee capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.
A Delivery Order will be issued under the terms and conditions of Defense Logistics Agency (DLA) contract SPE2D1-16-D-0013. DLA has negotiated fair and reasonable prices and determined the prices awarded under contract SPE2D1-16-D-0013 to be fair and reasonable; thus, a separate determination of fair and reasonable pricing is not required. The Contracting Officer has conducted price evaluation to ensure that the quoted prices are equal to or less than the contract price, as well as the third-party line-items, are being procured for a fair and reasonable price. In conclusion, I have determined that placing a Delivery Order against the AGFA Healthcare Corporation contract SPE2D1-16-D-0013 represents best value in meeting the Government s needs.
